CSS Tricks
CSS tricks is a popular blog about web technologies, started by Chris Coyier. Their main form of content is articles. CSS Tricks doesn't miss out on the latest topics in the web community. They also have youtube channel (rarely updated), guides on topics covering CSS layout etc and a CSS almanac where you can learn about CSS selectors and properties. I have found their Flexbox and Grid guides very useful and also a good quick reference.

Web.dev is a web focused (duh) blog by Google developers. Web.dev also provides learning content and case studies etc. The blogs here are written by devs at Google.
